[[Russell L. Billings]] is running as a [[Republican Party|Republican]] candidate for Utah County Commission Seat A in the [[November 2018 Election, Utah County, Utah]].

In 2001, he, along with his partner, was found by a court to have falsely arrested a pair of men for distributing marijuana. Russel L. Billings is interested in slowing down growth. He expressed that he was running because he was concerned that the integrity of the position was at risk. He expressed concern about the budget. On the issue of moving from 3 to 5 commission seats, he suggested that a committee should be formed to investigate the pros and cons of the issue.
