Russell L. Billings
Russell L. Billings is running as a Republican candidate for Utah County Commission Seat A in the November 2018 Election, Utah County, Utah.
In 2001, he, along with his partner, was found by a court to have falsely arrested a pair of men for distributing marijuana. Witnesses indicated that the defendants had refused to accept the marijuana offered by the officers and that the only marijuana on the scene was the marijuana brought by the officers.[1][2][3]
Russel L. Billings is interested in slowing down growth. He expressed that he was running because he was concerned that the integrity of the position was at risk. He expressed concern about the budget. On the issue of moving from 3 to 5 commission seats, he suggested that a committee should be formed to investigate the pros and cons of the issue. He expressed support for the caucus system, and said that he was not interested in springboarding to another political position.[4]
