Vote Recommendation: No

This issue came up once in 2010, and it seemed extremely confusing and dishonest. I resolved to vote no using my general rule: when in doubt, vote no. (On the assumption that issues that seem impossibly confusing are probably hiding something sinister.) I'm invoking the same rule for this proposition, though I have yet to analyze the text of the law. I can't see how it can be much different in the most important aspects.
