Scott Phillips owns a construction business and is a City Councilman for Payson, Utah. He is running to be re-elected to a seat on the City Council of Payson in the November 2017 Election, Payson, Utah County, Utah.

Scott was charged with assault stemming from an incident in 2008 in which he claims to have confronted to young men tagging his truck. The incident occurred in Payson, but was investigated by Salem. He ended up pleading no contest and the young men were charged with tagging after witnesses were found who could attest to the fact. (The tagging was said to have been done with some kind of tape and Scott claimed to have made them clean it up before they called the police.) The details of the incident are a bit fuzzy.[1]
