Luera was present and voted, along with the others present, to deny the petition. He is cited as having stated: "we can't make exceptions. Can you clean up this stuff? Apparently there was a Mexican Independence Day 9/11 issue in 2010, but the media coverage was limited and all I can get is Google caches of the articles.
