Arnold claimed that his property rights were being violated, that he was being targeted, and that his neighbors approved of how his property was managed. Cheri Kelley, Jesse M. Luera (to be running against Lowe in March 2011), and Gordon Stefenhagen were present and unanimously denied his petition. [1]
