In December 2010, a [[Steve Lowe]] slated to run against Jesse in the upcoming election, appeared before the council appealing a citation for litter in his yard. Jesse M. Luera was present and voted, along with the others present, to deny the petition. He is cited as having stated: "we can't make exceptions. Can you clean up this stuff?
