Steve L. Lowe is a Norwalk resident, artist, and tournament fisherman running for a Norwalk city council seat in March 2011.
He was cited in 2010 for a litter problem, which Steve Lowe unsuccessfully appealed to the city council citing the nature of his artwork as cause for the apparent litter problem. Arnold claimed that his property rights were being violated, that he was being targeted, and that his neighbors approved of how his property was managed. Cheri Kelley, Jesse M. Luera (to be running against Lowe in March 2011), and Gordon Stefenhagen were present and unanimously denied his petition.[1][2]
During 9-Feb-2011 debate[3], Lowe indicated a need to eliminate some fees, and not raise taxes.
