[[Steve Lowe]] is a Norwalk resident and artist.

He was cited in 2010 for a litter problem, which Steve Lowe unsuccessfully appealed to the city council citing the nature of his artwork as cause for the apparent litter problem. Arnold claimed that his property rights were being violated, that he was being targeted, and that his neighbors approved of how his property was managed. [[Cheri Kelley]], [[Jesse M.
